1>,首先,应该确定进口设备的海关编码(商品编码),因为只有拿到准确的海关编码,才能确定进口设备的监管条件,即确定自动进口许可证是国家商务部审批的,还是省或地方商务部审批的.
备注:海关编码的提供,最好是客户(采购商或供应商)自行提供,因为做为进出口代理的我们,对报关技术比较熟练,但对产品本身不是太了解,所以在产品海关编码归类上,我们代理公司只能凭经验提供指导性建议.
2>,接下来要完成的事,就是准备资料,开始做进口旧设备商检备案.这个动作是要在进出口口岸检验检疫局办理的,因为需要的资料比较多(装箱单,贸易合同,备案申请书,设备图片,设备中文功能说明书等等),所以从审单到出备案证书,需要15个工作日.
3>,比如从美国发货海运到中国港口最少需要20天,所以香港中检(进 口旧机电产品装运前检验检疫)可以先预报,这样加上上面的商检备案的时间刚好和美国出口海运差不多,所以美国那边按排出口海运其实和中国这边的商检备案还有中检预报是同时进行的,这样时间衔接就比较紧凑,不会浪费太多时间,柜一到香港,立马提货到香港中检公司堆场,按排中检公司人员实地做查检.可避免码头产生过多费用,节省物流成本.

7>,货到内河码头后,向口岸商检局递交报检资料,商检局人员会派人到码头去,开柜查货.注意:这里是所有环节当中最容易出现问题的地方,因为查验是人查,不是机查,所以任何小小的毛病,都可以是商检查验人员的借口,这里很明显,需要打点一下,OK通关单就拿到了.这里需要3-4个工作日.
